The benefit to applying to a rural residency is that they tend to have fewer applicants, and may not match people into their programs at all. This makes them a good target for IMGs. I don't know of any website that lists rural residencies, but if you look on a map and don't see any big cities near where they are located, it's probably at least somewhat rural!
